Development concept of timber-processing industry in the Irkutsk region up to 2015In the beginning of September 2006 there as offered for airing the “Development concept of timber-processing industry in the Irkutsk region up to 2015 .The given document stated main trends of the Angara region timber industry for next years and also detected main problems of the Irkutsk region forestry and stated its solving ways. The Concept discussion became a central event of the exhibition “SibLesIspolzovanie. Woodworking”.
Work over the document began in March, 2005. In the base of the elaborated document there were put recommendations of all Angara region forestry participants, which were offered at the exhibition “SibLesIspolzovanie”.
The concept consists of some chapters and also a map of region territory woodlot rent. In the first part it is given a general characteristic of the Irkutsk region: an estimated cutting area in the region makes 53 Mio. cubic meters, there are rented 298 forest fund sectors, for their use 714 Mio. rubles are paid to the budget. According to the Concept a region forestry full inventory will be taken in 2008.
The second chapter is devoted to an analysis of the Irkutsk region forestry activity for the period of 2001-2015. In the Concept it is stated an affirmative dynamics of the Irkutsk region forestry sector development. Thus, export of round timber in 2001 made 4 Mio. cubic meters, in 2005 – already 6, sawn wood production in 2001 – 696 thousand cubic meters, before 2005 – up to 1,815 Mio.; pulp production – from 944 thousand cubic meters in 2001 up to 1,35 Mio. in 2005.
In the third chapter of the Concept it is given a forecast of Angara region forestry development up to 2015. It is supposed, that before this date sawn wood production volume must reach 7 Mio. cubic meters, pulp – 2,5 Mio. cubic meters, paper – 458 thousand tons, and round timber export will be reduced to minimum: not more than 1 Mio. cubic meters per a year (in 2005 export made about 6 Mio. without taking into account shadow supplies). For such result achievement it is supposed construction of two extra pulp and paper mills at the Angara region territory. In particular, at the site in Ust-Kut city it is offered to construct a pulp-and-paper mill, as by forecasts pulp consumption in China will increase annually. Besides, construction of a large factory will help to make the depression territory alive.
Apart from this the Concept detected a range of facts, which hold Irkutsk region forestry development. Firstly, itisconsiderableremotenessofmainsalemarkets. Secondly, there is not deep enough wood working and a low lumber waste use level. Thirdly, there is not enough investment into a foreign sector. The fourth, there are work seasonality and badly developed road network. Besides, to negative factors there refer also illegal cutting growth and shadow forest business increase (by some estimation, about 20 % of all converted wood).
To affirmative facts of forestry development there are referred: considerable reserves and prevalence of valuable coniferous species, especially Angara pine; enough power capacities and water resources, availability of high qualified manpower in forest industry. Concept realization will be implemented into two stages: up to 2010 and up to 2015. At the first stage it is supposed enterprises financial recovery, heightening of Irkutsk region forest sector investment attractiveness. At the second stage: realization of main investment projects, in particular construction of new pulp-and-paper mills. For all measures realization it will be necessary investments in volume of about 60 bln roubles. As document elaborators suppose, thanks to Concept realization annual tax deductions to all levels budgets will make 9 bln roubles.
Deputy Head of the Irkutsk region Administration in forestry and wood using industryMr. Viktor Dolgov noted, that in the Concept attention is paid also to social politics, especially to development of wood low-rise construction. It is planned, that annually in the Irkutsk region there will be commissioned about 40 thousand square meters, it is about 400 houses, there is a chapter of wood construction for countryside – 150 houses of dwelling and administrative purpose annually. Besides, new capacities on house building elements production will be put into operation. “Irkutskaya torgovaya gazeta” applied to Angara region forestry participants with request to express their opinion on the new Concept of Irkutsk region forestry development.
Vice-president of the Union of lumbermen and timber exporters of the Irkutsk region Mr. Vladimir Ivlev said:
- to my opinion the Concept of Angara region forestry development up to 2015 is unique in comparison with previous concepts, this document includes all forestry development sides in the Irkutsk region – technologies, wood mechanical and chemical working development and many others. Now it is necessary, that by budget forming for every of those items it is to be provided financing, if all stipulated by the Concept is realized, then improvement in all directions would be in evidence.
Main Forester of the Irkutsk region Mr. Alexandr Polishchuk answered:
- The Concept may be given an affirmative estimation. it gladdens that special attention was drawn to wood advanced processing, use of low grade species and wood working waste. Now it is required to accept a further program of Irkutsk region forestry development.
There is in the Concept also minor imperfections of a technical character, not having principal meaning, we have already entered offers on their removal. Presently we should wait, when financing for all projects is provided.
